Today, in a modest ceremony conducted in Canberra, Governor-General Jeffery, in one of his rare constitutional appearances, commissioned Prime Minister Rudd and his ministry. Perhaps Mr Rudd won't marginalise the GG as Mr Howard did. When, not if, Australia becomes a republic someone will have to fulfil the role of Head of State. My view is that the Head of Government should not be the Head of State.
